What is the system on which Watchmen are

employed?

Two watchmen are employed as a minimium for each case, sometimes four. They are supposed to be employed by the Head Watchman. We discovered in August that six or seven of the permanent watchmen were employ- ing the bulk of them. I think they were receiving money for men who were not there and that those who were there were not receiving the full amount. I found two days ago one watchman signing for 60 per day who was receiving 50 per day he was "farmed out" by a regular watchman.

In my surprise visits I've found the full
